Technical Checklist the formation of regional broadcasters

The intended period during which Dutch regional broadcasters, currently being established, must apply for designation from the Media Commission (CvdM) is from 15 November to 31 December 2026.

This checklist enables Dutch broadcasters to assess the technical aspects of a multi-year policy plan in four steps.

Why this checklist is essential

Technology does not have its own separate chapter in this application, but is the indispensable common thread running throughout the multi-year policy plan and the multi-year budget (2028–2032).

With this practical checklist, you can ensure that the technical part of the application is complete in one go. Its structure follows exactly the logical stages of a sound technical plan: from the current assessment and the future-proof design, right through to organisational safeguards and the final multi-year budget.

Knowing what the figures are: Without a comprehensive baseline assessment, you cannot justify reuse and replacement in the budget.

Design: Determine which channels you can provide and how the regional broadcaster ties in with the NLPO’s services.

Business Continuity: Ensure you are prepared for continuity, redundancy and security when working across multiple locations and channels.

How much will it cost? The multi-year budget must demonstrate that you can afford the technology for five years.

After the submission deadline (31 December 2026), no further substantive amendments may be made to the MJBP with a view to improving it. The plan must be complete, realistic and financially viable from the outset.

Ensure that the technical part of your application complies with the NLPO’s national guidelines and the statutory requirements of the Commissariaat.

This checklist will help you with that.

Is the technical section incomplete?

That could cost you more than you think!

Rejection due to an insufficient score

A technical section that remains too general is awarded a score of 2 on criteria such as distribution channels or budget. The CvdM may reject an application if it scores below the required level on one or more criteria.

No second chance

After 31 December 2026, you will no longer be able to amend the content of your application.

Costs of failure during migration

Anything not included in the plan will crop up later in the form of duplicate contracts, dropouts during the transition, or an investment that does not fit within the budget.
